The European Union is only open to a "European" state which respects the principles of "human dignity, freedom, democracy, equality, the rule of law, and respect for human rights, including the rights of persons belonging to minorities". Countries whose territory is wholly outside the European continent cannot therefore apply, although Malta and Cyprus (which sit entirely on the African or Asian continental plates) have been accepted as members. Nor can any country without fully democratic political institutions which ensure standards of "pluralism, non-discrimination, tolerance, justice, solidarity and equality between women and men prevail". Article 50 says any member state can withdraw in accord "with its own constitutional requirements", by negotiated "arrangements for its withdrawal, taking account of the framework for its future relationship with the Union". This indicates that the EU is not entitled to demand a withdrawal, and that member states should follow constitutional procedures, for example, through Parliament or a codified constitutional document. Once article 50 is triggered, there is a two-year time limit to complete negotiations, a procedure which would leave a seceding member without any bargaining power in negotiations, because the costs of having no trade treaty would be proportionally greater to the individual state than the remaining EU bloc.

In those with stable coronary artery disease, but no heart failure, benefits are similar to other usual treatments. In 2012, a meta-analysis published in the BMJ described the protective role of ACE inhibitors in reducing the risk of pneumonia when compared to angiotensin II receptor blocker (ARBs). The use of a maximum dose of ACE inhibitors in such patients (including for prevention of diabetic nephropathy, congestive heart failure, and prophylaxis of cardiovascular events) is justified, because it improves clinical outcomes independently of the blood pressure-lowering effect of ACE inhibitors. Such therapy, of course, requires careful and gradual titration of the dose to prevent the effects of rapidly decreasing blood pressure (dizziness, fainting, etc.). ACE inhibitors may also be used to help decrease excessive water consumption in people with schizophrenia resulting in psychogenic polydipsia. A double-blind, placebo-controlled trial showed that when used for this purpose, enalapril led to decreased consumption (determined by urine output and osmolality) in 60% of people; the same effect has been demonstrated in other ACE inhibitors.

=== 17 May === The Security Service of Ukraine identified and charged six individuals with "illegally disseminating" information about Ukrainian air defences in Kyiv. These individuals took videos of Ukrainian air defences in action then posted them on social media sites such as YouTube. Such information, the SBU alleged, could be used to make Russian strikes more accurate. The penalty for such a charge was five to eight years imprisonment. Russia's defence ministry claimed its forces had destroyed a British-made L-119 howitzer in Ukraine according to a report by state news agency TASS. It also claimed to have struck an ammunition depot in Mykolaiv. The DSM Capella, the last ship to sail under the Black Sea Grain Initiative before its expected expiration on 18 May, left the Ukrainian port of Chornomorsk carrying 30,000 tonnes of corn bound for Turkey. Shortly afterwards, Turkish President Recep Tayyip Erdoğan said that the grain exportation deal between Ukraine and Russia had been extended for two more months. Both Russia and Ukraine welcomed the extension. A child and two others were reported to have been killed and three people were injured after a Russian shell struck outside a shop in Zelenivka, Kherson Oblast.
